Ihobe presents outline of main progress in third quarter of 2021
Stand-out points include Ihobe's ongoing support for the development of new environmental legislation and planning for sustainability. Among other things, the company has analysed the contributions submitted by stakeholders to the draft bill for legislation on the energy transition and climate change, and has processed both the Plan for the Circular Economy & Bio-Economy to 2024 and the Energy Transition and Climate Change Plan 2021-2024.
Furthermore, the draft document for the Basque Waste Prevention & Management Plan to 2030 is coming to the end of its public comments period and work continues to draw up the 5th Environmental Framework Programme. Finally, the Basque Soil Protection Strategy to 2030 and Basque Green Public Procurement Programme are now ready for processing.
Under the heading of green entrepreneurship and employment programmes, 2 July last saw the graduation of the first batch of students on the Master's Degree in the Circular Economy: Application to Industry promoted by the Basque Government's Department of Economic Development, Sustainability and the Environment and the University of the Basque Country (UPV/EHU).
The third quarter saw substantial demand from businesses for innovation in the circular economy. As a result, Ihobe's 2021 Call for Applications for Aid in Circular Eco-Innovation received a record 55 submissions, involving with a total budget requirement of 6.5 million. The call for the Local Climate Eco-Innovation Aid Programme has been completed, with support being given to 19 projects, involving a total budget of over 1 million.
A report on the progress made in the LIFE Ip Urban Klima 2050 project was given at a seminar that formed part of the official programme for PreCOP26 All4Climate-Italy 2021, a fore-runner even for the Glasgow Climate Summit, as an example of how to secure funding for climate change adaptation The event featured 593 online attendees and over 50 at the venue itself, and included presentations by representatives of institutions and experts at regional and international scale. This was taken as an opportunity to launch the new project website.
This quarter saw the second ASTEKLIMA Climate & Energy Week, which ran from 24 September to 3 October and featured over 200 activities aimed a mobilising the general public. A total of 61 municipal councils, one supra-municipal council and one governing board, responsible between them for a population of over 865,000, took part in the scheme. This was well above the expected figure.
Advances under the heading of climate-change-related milestones include the updating of the 2020 Carbon Footprint Calculator for organisations and the publication of the results of the latest greenhouse gas inventory for each Basque province.
In the field of the circular economy, the 78 companies that took part in the Berrindartzea 21 circular programme conducted diagnostic studies along with young people on work experience to determine the extent to which their operations factored in the circular economy. The knowledge generated by this programme has enabled aid to be directed at priority work lines such as a specific line of aid for Basque SMEs, as part of the PYME Circular Euskadi 2021 scheme.
The 20 años de ecodiseño. Made in Euskadi catalogue of circular-economy products made in the Basque Country was also published in hard copy and digital formats. It is the first catalogue of its kind in Europe to list a large number of product categories in ten sectors of industry which are example setters for European industry as a whole. July also saw the publication of two leaflets on the EU Ecolabel intended to increase awareness of the scheme among Basque businesses.
Under the framework of the Basque Network of Sustainable Municipalities, Udalsarea 2030, a new framework agreement was finalised to govern the network for the next four years, and two seminars were held on the Order for aid in support of waste regulations and to encourage the circular economy in the Basque Country and on the Basque Environmental Administration Bill and its implications for municipal councils.
