Ihobe releases its Progress Summary for the second quarter of 2021
The key points include Ihobe's ongoing support for the development of new environmental legislation and for sustainability planning. For example, both the Energy Transition and Climate Change Strategic Plan and the Circular Economy and Bioeconomics Strategy Plan are now at the review stage. Work has also begun on preparing the V Environmental Framework Programme 2030 with the presentation of the Report on the State of the Environment in the Basque Country 2020 to the Basque Government Cabinet.

Furthermore, the Basque Waste Prevention and Management Plan is continuing through the processing procedure and the Soil Protection Strategy and the Green Procurement Programme are about to embark on that process.

In the legislative area, participatory workshops have been run with social, economic and institutional stakeholders to evaluate the background document of the Energy Transition and Climate Change Bill.

As regards green entrepreneurship and employment programmes, Berrindartzea Circular Programme has been launched in the framework of the Basque Circular Hub, with the twin objective of driving youth employment in the Basque Country and making the transition to a circular economy easier for Basque Companies.

On the other hand, the second quarter saw the launch of the Circular Ecoinnovation Programme 2021 aimed at supporting strategic ecoinnovation, demonstration and ecodesign projects, along with the latest Local Climate Ecoinnovation Grant Programme.

The LIFE Ip Urban Klima 2050 activity has made adequate progress. Special mention should be made of the Klima Strategy 2050 interim report and the pooling of the GHG calculation tools with local authorities In that regard, the act of recognition held on 19 June 2021 to recognise the work of 21 Basque municipalities to address the energy transition and climate change challenge is also noteworthy. Ihobe's climate action has, likewise, included the publication of the latest official GHG inventory of the Basque Country.

The work on building a roadmap to the COP26 in Glasgow has included organising events, such as “Urban Klima 2050: Multi-Sectoral Cooperation to Finance and Reduce the Adaptation Gap”, as part of the All4Climate-Italy 2021 PreCOP26 programme.

As regards the circular economy, the new Basque Ecodesign Center agreement was signed on 9 June; in total, 14 Basque companies have signed up to this new agreement, up 45% on the previous one. During the second quarter, Ihobe also ran a course on selective demolition and waste separation at source, and another on the circular economy and its opportunities for the public sector in the post-pandemic era.

Udalsarea 2030 has completed the participatory process to prepare its new governance and strategic framework, during which it gathered its members' demands and interests before moving on to the following signatory and adherence phase. One of the measures under Udalsarea 2030 has been to support the processing of the 2021 sustainable development grant orders for local authorities.

The Ekoetxeak network has finalised the design of its strategic framework to 2024. Educational innovation and digitalisation of the centres, towards a more flexible, open and communicative model that integrates other socialisation areas, are key points for working during the coming years. The network also marked World Biodiversity Day with a special programme.

On 12 May, during the presentation of the Basque Green Deal, Ihobe and EVE, alongside the Basque Premier and the Basque Government Minister Arantxa Tapia, unveiled the main conclusions of the latest assessment of citizen perception regarding climate change and energy transition.

The Progress Report is Ihobe's instrument for customers and suppliers, along with the general public, to discover the most significant advances in the implementation of the activity of this publicly-owned company attached to the Basque Government's Ministry for Economic Development, Sustainability and the Environment
