Udalsarea 2030 presents the second voluntary report on the contribution by Basque municipalities to the Sustainable Development Goals
As the Basque municipalities renew their municipal policies towards the Local 2030 Agenda, their impact on the UN’s Objectives and the change their adoption has brought when designing local sustainability policies can be analysed.

The report contains the main achievements of the local sustainability policies in the Basque Country regarding the SDGs as well as the aspects to reinforce and work on during the coming years

With respect to the current context of the 2030 Agenda, 64 municipalities of Udalsarea 2030 have a local situation Report regarding the SDGs based on the assessment and monitoring of their local sustainability plans under the perspective of the SDGs. 5 municipalities have considered the SDGs in the preparation of their new Local Sustainability Plans. 20 municipalities are already preparing their 2030 Agendas and 50 more are taking the first steps towards the Local 2030 Agenda, through training, information, participation in working groups, etc.

The governance model for local sustainable development advocated by Udalsarea 2030 promotes the assessment of public policies, accountability and transparency, as well as municipal cross-cooperation and citizen participation.

The report shows the contribution by Basque municipalities towards ending poverty; ending hunger; guaranteeing a healthy life and promoting the well-being of all people of all ages; guaranteeing quality inclusive and equitable education and promoting opportunities for lifelong learning for all; achieving gender equality and empowering all women and girls; guaranteeing the availability and sustainable management of water and sanitation; guaranteeing access to affordable, reliable, sustainable and modern energy; promoting sustained, inclusive and sustainable economic growth, full and productive employment and decent jobs for all; building resilient infrastructures, promoting inclusive and sustainable industrialisation and fostering innovation; and reducing inequality in and among countries.

Likewise, it also includes interventions in Basque municipalities to make cities and human settlements inclusive, safe, resilient and sustainable; guarantee sustainable forms of consumption and production; adopt urgent measures to fight climate change and its effects; conserve and use oceans, seas and marine resources sustainably for sustainable development; protect, re-establish and promote the sustainable use of land ecosystems, sustainably manage forests, fight against desertification, halt and reverse the degradation of land and stop the loss of biodiversity; promote peaceful and inclusive societies for sustainable development, facilitate access to justice and at all levels build effective and inclusive institutions that are accountable; strengthen the implementation resources and revitalise the Global
Partnership for Sustainable Development; and promote linguistic and cultural diversity.

Achievements with respect to the Sustainable Development Goals


Among the achievements of the local sustainability policies with respect to the SDGs, the progress made to achieve sustainable cities and settlements (SDG 11) stands out, highlighting the positive impact that several municipal policies and initiatives have on air quality or the increased surface area occupied by parks, gardens and urban green areas.

Also closely linked to the quality of urban environments is the commitment by Basque municipalities to health and well-being (SDG 3) through the promotion of sustainable and healthy transport and healthy lifestyles.

Another achievement is the implementation of practices that promote responsible production and consumption (SDG 12), such as the progress made regarding waste, although there is still work to be done, or the implementation of green public procurement.

Finally, climate action (SDG 13) is a highlight that is expected to be consolidated in Basque municipalities through the deployment of initiatives within the framework of the URBAN KLIMA 2050 project, and through the emerging deployment of the Local Climate and Energy Plans. By assessing the contribution of Basque municipalities to this Objective, its comprehensive nature should be taken into account, as other initiatives considered in others contribute to this Objective, such as mobility plans, and energy or waste-related initiatives.

As to the challenges –cross-collaboration, communication, citizen participation, multi-level governance, partnerships and collaborations, and the impacts of the Covid-19 pandemic– the new agreement of the Udalsarea 2030 network and the strategic plan for 2025 that will be designed, in addition to the Multi-level Forum recently created and the working groups deployed within this framework, are instruments that will help to address them.

This 2nd voluntary assessment report by Udalsarea 2030 was presented at an event with the participation of Xabier González, director of the Environmental Sustainability department at Ihobe; and Iker Atxa and Asier Aranbarri, from the Social Transition and 2030 Agenda Secretariat of Lehendakaritza.
